Y'a plusieurs causes possibles à ton problème:
1) si y'a un firewall d'activé -> essaie, en local, de faire un "ftp localhost", si ça foir, c'est le service qui déconne
2) vérifie que le service tourne bien: "ps -edf | grep ftp"
3) tu peu aller vois à cette adresse:http://www.diablotins.org/documentation.php4?article=proftpd
pour avaoir des info assez claires sur proftpd
4) voici mon fichier de conf:
